Francis Ostermeijer has deep expertise in econometrics and transport, combining academic rigor with practical advice. Dr. Ostermeijer advises public and private sector clients in the road, rail, aviation, housing, and construction sectors on impact appraisal, evaluation, cost-benefit analysis, regulation, damages assessment, and forecasting.

Several of his notable engagements include working with the Greater London Authority to econometrically evaluate the link between housing affordability and productivity, a European government to evaluate the impact of a new expressway on damages to an adjacent toll road, and the Royal Academy of Engineering on a social cost-benefit analysis of infection resilient environments.

Prior to joining NERA, Dr. Ostermeijer worked as a Transport Policy Advisor to the Municipality of Amsterdam, was the Principal Economic Researcher in the Spatial and Transport Impacts of Automated Driving Project, and completed his PhD in urban and transport economics at the Vrije Universiteit Amsterdam (one of the top faculties for the study of spatial economics in the world). He has published several articles in leading peer-reviewed economic journals.
