Zoë Fannon advises energy sector clients on economic regulation and energy markets, particularly in the context of the energy transition. She has worked extensively in energy markets and has advised regulators and market participants on topics including market design, dominance, alleged market abuse, and pricing policy.
Dr. Fannon has particular expertise in data analysis, quantitative modelling, and econometrics. Her work for NERA includes econometric analysis to estimate customer willingness-to-pay for water and gas services, assess the potential for industrial self-supply in response to electricity transmission tariff charges, and benchmark costs for regulated utilities.
Dr. Fannon works across multiple jurisdictions including Ireland, the UK, continental Europe, North America, and the Middle East. Her experience includes market and tariff design, cost benchmarking, simulation-based market modelling, policy design, and regulatory due diligence. She has advised clients in the electricity, gas, water, heat, transport, and pharmaceutical sectors.
Prior to joining NERA, Dr. Fannon completed her doctoral thesis on identification in econometric models for repeated cross-section and panel data at the University of Oxford.
