Emma Howard works with utilities, governments, regulators, and international development banks in the energy and water sectors to help them address economic challenges relating to policy design, regulatory processes, and market design.

Ms. Howard has particular expertise in the economic regulation of utilities and supports clients in conducting econometric analyses to benchmark costs in the electricity and gas sectors. She has extensive experience advising clients on the integration of renewable energy through policy design.

Ms. Howard has worked in jurisdictions including the UK, Eastern Europe, the Middle East, and Ireland. Her experience includes analysis supporting price control submissions, work on the market design of ancillary services, cost benchmarking, and investment policy design.

Prior to joining NERA, Ms. Howard worked at an in-house economic optimization modeling suite, providing clients with decarbonization scenarios of the energy and land-use sectors.
